It was created by Green Bandana Productions, a/k/a James Hyman ex of X-FM and MTV, a good ZTT/808 ally. Must have been commissioned to tie in with 808:88:98 and the Calderone reissue...

A bit misleading to say its the 99 version when its only the video thats new, unless that was the whole intention of the video.
