Custom Hit Squad sleeve, or?

I got my Hit Squad 12" from Vinyl Exchange as far back as 1994. It was a quite rushing experience, as I did not know of its excistence. Those where the days.

It has a custom graffiti on it. I'm curious as to if it can be considered as custom sleeve or just reminiscence of a previous owner.

Do anybody know if it is drawn by either 808 State lads, a close friend of theirs (the inner circle) or an Eastern Bloc employee?
